Chapala prison flunks human rights examination

Chapala’s Centro Integral de Justicia Regional (Cenijure), located on the outskirts of Hacienda de Labor, has been rated as the worst of nine Jalisco prisons in a recent evaluation by the National Commission of Human Rights (CNDH).

pg26aFollowing inspections carried out by CNDH personnel in August, the Chapala penitentiary received a flunking score of 5.8, compared to the range of 6.33 to 7.93 grades given to the other eight.

Jalisco’s overall score averaged 7.11, slightly above the the 2018 grade of 7.09, according to the Jalisco section of the CNDH 2019 National Diagnostic of Penitentiary Supervision released last month. This year’s national median was 6.75.

Cenijure Ciénega-Chapala ranked poorly in four of the five categories under review: guarantees for the security of inmates, dignified imprisonment, social reintegration of prisoners, and attention to inmates with special needs.
