Tax department freezes city hall bank accounts

The Chapala municipal government is facing a financial crisis after federal tax authorities (SAT) froze at least three of its bank accounts.

pg11bThe drastic measure stems from a fine exceeding seven million pesos imposed by the Ministry of Finance and Public Credit (SHCP). The penalty relates to the construction of a bridge connecting the Chapala Malecón (boardwalk) to the Jesús Pescador monument.

The first phase of the project began in 2016 during the administration of former Chapala Mayor Javier Degollado González. However, the National Water Commission (CONAGUA) and the Ministry of Environment and Natural Resources (SEMARNAT) later identified irregularities, including the municipality’s failure to secure the necessary permits and authorizations for construction within Lake Chapala’s federal zone.

In addition to the financial penalties, CONAGUA and SEMARNAT may also order the demolition of the bridge due to violations of federal zone regulations.

Current Mayor Alejandro Aguirre disclosed that the situation is further strained by an 80 percent reduction in the municipality’s monthly federal funding, a cut that began in October. “It seems November will be the same, so these are issues we must manage because we don’t generate income at the end of the year, which is when there are many extra expenses,” he said.

The mayor confirmed that he has already reached out to tax authorities to negotiate more favorable terms for paying the fine. Should negotiations fail, the municipality may consider requesting an advance on federal funds or securing a loan to cover upcoming payroll and operating expenses.
