The cost of fines imposed for traffic violations is determined under guidelines contained in Section Seven, Chapter II of Jalisco’s Ley de Movilidad y Transporte. The rates are based multiples on the official per diem salario mínimo (minimum wage), currently set at 70.10 pesos for the Guadalajara metro area and 68.28 for other Jalisco municipalities.
In most cases the charge will set at the lowest rate, unless there are extenuating circumstances meriting a stiffer penalty. A 50-percent discount is applied if the citation is paid within 10 working days of issuance, with 25 percent knocked off for payment within 11 to 20 days.
Full fines are set at one to five salaries (roughly 70 to 350 pesos today) for each of the following violations:
- Failure to show a valid driver’s permit
- Talking on cell phone while driving
- Running a red light or left turn arrow
- Illegal turns
- Passing on the right
- Illegal parking
- Driving with a pet or other obstruction in your lap
-Transporting passengers in a cargo truck without proper protection
- Driving a vehicle missing its bumpers, wipers, side mirrors, one license plate or current registration sticker
- Driving a vehicle with defective head or tail lights, cracked windshields that impair visibility, tinted windshield or rear window or heavily polarized side windows
Fines of 10 to 30 salaries (700 to 2,100 pesos) for:
- Speeding more than 10 km per hour above the limit;
- Drivers and passengers riding without seat belts fastened
- Driving or riding any type of motorcycle without a helmet
- Passing on roadways marked with a continuous yellow line
- Driving in the wrong direction of traffic
- Invading pedestrian zones or bicycle paths
- Absence or improper use of license plates
- Driving a vehicle without a current emissions verification sticker (citation may be canceled if violation is corrected with 15 days)
- Driving a vehicle without insurance coverage protecting third parties (citation may canceled if violation is corrected with 30 days)
Fines of 150-200 salaries (10,500 to 14,000 pesos) for:
- Driving under the influence of alcohol or drugs (highly intoxicated motorists may also be subject to detention and other penalties)
