... And justice for none

One out of every five tapatios has been a victim of crime in the last year, according to a recent study. In addition, a national survey on public security found that only one out of 1,300 criminal cases are resolved in favor of the victims of crime in this state. Only 5.8 percent of crimes are reported and only 0.34 percent are taken to court. That leaves 99.6 percent of crimes unresolved.

“You’re more likely to win the lottery than be sentenced for a crime in Jalisco,” said Colegio de Jalisco academic Guillermo Zepeda Lecuona. 

Much of the problem is based on poor police work that results in illegal detentions, sloppy investigative tactics, lack of preparation of municipal police forces, use of informal procedures and the inability of higher-ups to coordinate proceedings.  The public, seeing justice being ill-served, tend to avoid filing complaints or reporting crimes.
