Independents seek proportional representation change

The Jalisco State Congress’ proportional representation system is unfair to the independent candidates who ran in the July 1 election, many political observers say.

Independents failed to win in any of the 20 congressional districts but garnered 308,757 votes, more than double the amount of the Green Party.  Although the Greens were allotted one of the 18 proportional representation seats in the 38-member legislature, no independent will sit in the new chamber in the fall.

Independent legislator Pedro Kumamoto says he would like to initiate a debate that could eventually see a change in the law allowing independents to be included in the proportional representation pie.
