Jalisco & federal gov’t agree to disagree on new health program

The Jalisco state government will not sign up to the new Instituto de Salud para el Bienestar (Insabi) health care program, but has inked an agreement promising “coordination” with federal health authorities to guarantee the same rights: i.e. universal health care for all.

Jalisco Governor Enrique Alfaro explained that he was unwilling to hand over the infrastructure and control of state hospitals, in particular Guadalajara’s two (teaching) Civil Hospitals, to federal authorities.

Alfaro had recently expressed his outrage that federal authorities wanted to maintain heath care funding for Jalisco at the 2019 level, while demanding that this state up its contribution three-fold.   He toned back his criticism this week but was adamant that Jalisco will not be held ransom to the federal government.
