Despite seeing his Morena Party’s majority in Mexico’s lower house slashed in the June 6 midterm elections, Mexican President Andres Manuel Lopez Obrador has announced major initiatives that will require changes to the Mexican Constitution.
His problem is that in neither the Chamber of Deputies nor the Senate can he count on the two-thirds majority that is required to approve constitutional amendments.
AMLO’s three proposals needing such a majority are to:
• incorporate the recently formed National Guard into the Mexican Army.
• abolish the proportional representation system used to pad out the two houses of Congress.
• reform the National Electoral Institute (INE) to increase its efficiency and lower its costs.
