In a landmark move, Jalisco Governor Pablo Lemus has signed a decree creating what he calls the first universal healthcare program for children in Mexico, set to launch with the 2026–2027 school year.
The program will automatically cover all children enrolled in basic education — from preschool through secondary school — in the Salud Jalisco program, regardless of their affiliation, though their parents, with other healthcare systems such as IMSS, ISSSTE or private insurance.
“We are covering 1.6 million children,” Lemus said at the signing ceremony. “This does not exist in any other state in the republic, and probably not anywhere else in the world”.
