Pedro Israel Palos Coronado, 30, died shortly after the vehicle was hit by a green Honda Civic, whose driver fled. The culprit was later arrested while seeking medical attention, allegedly still under the influence of alcohol.

The staff field nearly 200 emergency calls per day but also remain short of medical supplies.
