The male driver and, witnesses say, a female passenger, chased down the motorcyclist after he sped off, soon catching up with him.
As the motorcyclist slowed down, the driver took out a gun and shot him twice at close range.
The bike rider died before medics arrived at the scene.
Witnesses say the license plates of the Jeep were covered and unreadable.
