City council to enforce strict rules governing distribution of fliers

Guadalajara city hall’s latest move in its no-nonsense approach to local affairs is to outlaw the handing out of fliers (volantes) in the street.

Not only have businesses and individuals been prohibited from promoting themselves at traffic intersections. Neither will distributors be permitted to stick the fliers onto the railings, doors or garage doors of private homes or businesses. 

“These fliers often end up discarded in the street, causing unsightly litter and blocking drains,” said Oscar Villalobos, city chef of Inspections and Vigilance.

Fliers may be deposited in letter boxes or handed over personally to someone.

According to new city ordinances, fines may range from 97 to 194 pesos for each “illegal” flier distributed.

The new regulations allow for fines to be imposed on the person distributing the fliers, the business or service publicized and the firm responsible for printing the material.  Printers’ details must be included in all volantes, according to the new regulations.  

Enforcement of the new rules is expected to start on January 18, Villalobos said.
