Legal safeguards for cyclists to include license plates for bikes?

Jalisco lawmaker Miguel Castro Reynoso wants to set in stone the rights of all cyclists in the state.

An initiative he submitted to Congress seeks to give cyclists “preference” at intersections, allowing them first dibs at making right turns. 

The proposal also seeks to regulate the minimum distance that all vehicles must maintain from cyclists – one meter.

The law would oblige all public buildings to provide cycle ports within two years.

At the same time, Castro wants to enact parallel legislation outlining the obligations of cyclists, such as always riding in the same direction as traffic, using reflective accessories at night and, perhaps, introducing license plates for cyclists.  The latter idea, he admits, would be a costly procedure.
