The Jalisco government has started to roll out its free health insurance program to cover all residents of the state (not specifically excluding legal permanent foreign residents) not covered by either the Instituto Mexicano del Seguro Social (IMSS) or the public employees program known as ISSSTE.
The Seguro Salud Jalisco effectively replaces the Seguro Popular program, ditched by President Andres Manuel Lopez Obrador in his first year in office.
Seguro Popular was replaced by a “universal health care” program operated by a new government agency, Insabi (the Institute of Health for Well-being). Unfortunately, Insabi was implemented haphazardly and lacking in planning, and was widely criticized, especially in states such as Jalisco where the Seguro Popular program seemed to be working adequately. Neither did the chaos caused by the Covid pandemic help with the new program’s implementation.
