Anti-rabies unit accused of abuse

Demonstrators staged a small protest outside Zapopan city hall this week alleging that animals under observation or awaiting sacrifice are confined to small spaces and deprived of food and water.

Representatives of several animal rights groups say they have a video of a starving kitten trying to eat another cat in the facility.

Protestors say the problem was compounded when authorities demolished part of the anti-rabies unit to build access roads to the new Pan American athletics stadium.  Both facilities are located in the area of Zapopan known as La Curva, next to the Telmex Auditorium by the northern city beltway (periferico).

Zapopan Animal Health Center Director Aldo Bugarin denied the accusations, saying the facility currently only houses 15 dogs that are under observation after being brought in for showing signs of aggression.
