The locations where an emissions inspection is mandatory

The Jalisco government’s “3x1 Package” offers owners of state-licensed cars a one-time payment option of 900 pesos for annual vehicle registration (refrendo), license plate replacement (applicable to 70 percent of the state’s vehicle fleet), and the annual emissions inspection, known as Verificación Responsable (see refrendo.jalisco.gob.mx).

Some car owners are unaware that the inspection is only mandatory for those who circulate in the larger urban areas of the state, where the testing centers are located. Currently, the program is only compulsory for vehicles that circulate permanently or regularly in the following regions of Jalisco: all nine municipalities of the Guadalajara metropolitan area (Guadalajara, Zapopan, Tlaquepaque, Tonalá, Zapotlanejo, Tlajomulco, Ixtlahuacán de los Membrillos, Juanacatlán, and El Salto); Puerto Vallarta; the Ocotlán area (Ocotlán, Jamay, and Poncitlán); the Zapotlán El Grande metropolitan area (Zapotlán El Grande, Gómez Farías, and Zapotiltic); Tepatitlán de Morelos; and Lagos de Moreno. Inspections are not mandatory in all other municipalities of Jalisco, including Chapala and Jocotepec.

In the designated zones, after paying the 3x1 fee, car owners must schedule an online appointment for an emissions inspection (verificacionresponsable.jalisco.gob.mx). They can then schedule another appointment to visit a tax collection center (recaudadora) to pay the refrendo and exchange their plates if necessary. Although proof of the emissions inspection is required, the vehicle does not need to pass the inspection to obtain the new plates and refrendo.
