Obtaining a personal use permit

Adults over 18 can apply for a personal use permit from the Federal Commission for the Protection against Sanitary Risks (Cofepris).

This allows individuals to grow, possess, transport and consume marijuana at home, provided they do not use it in public, in front of minors, or third parties without consent. Selling or supplying cannabis to others is prohibited.

Purchasing seeds

Despite the option to cultivate marijuana under certain conditions, purchasing seeds is legally ambiguous. The sale of cannabis seeds is technically allowed but not well-regulated, making it difficult to buy from commercial outlets. Specialized cannabis stores and websites like cannaland.mx usually sell seeds, and importing them is possible but subject to customs restrictions.  The Supreme Court has urged Cofepris to issue guidelines for acquiring seeds, but clarity remains lacking.
