Noise complaints resolved through mediation

The Guadalajara city council reports having achieved significant success in implementing its Civic Justice Model, which promotes conflict resolution among neighbors, and seeks to provide alternative solutions to punitive measures for minor offenses, including excessive noise. 

Ana Robles, director of Civic Justice for the Guadalajara municipal government, said that out of 200 complaints filed by neighbors for excessive noise, most were settled through the mediation unit. Robles praised civic justice as “a tool we have to generate a better coexistence,” noting that  another of its aims is to prevent violence before it escalates.
