Dog breeds targeted in proposed new law

A state legislator has presented proposals to change the law to make it an offense to leave children alone with certain breeds of dogs.

Juan Carlos Anguiano of the Citizens Movement is seeking to modify laws governing animal protection and care to put the onus on dog owners to monitor “strong breeds” (razas fuertes) such as Pit Bulls, Rottweilers and Dobermans.

ccccThe number of cases of dogs attacking small children, sometimes fatally, has increased in recent years, Anguiano noted.  Around 5,500 cases of “dog aggression” were reported to the Jalisco Health Department during 2014 and 2015.

Anguiano says it is not his intention to prohibit ownership of the above-mentioned breeds but insists owners must be more responsible for their pets.

The proposed legislation also lays down basic standards for animal care, including proper nutrition, hygiene, living space and warmth.  Owners of domestic animals will also be obliged to ensure their pets have sufficient contact with humans and other animals. In addition, dogs must be taken for a walk at least once a week, the new law determines.

Other prohibitions considered in the legislation cover dogs being left alone for long periods of time, either inside the home, or on lots, balconies and the roofs of properties.

Sanctions for transgressors of the new laws will be worked out once the legislation has been approved by Congress and the “reglamento de la ley” is drawn up.
Anguiano’s bill will be discussed by two Congressional committees before it reaches the floor of the chamber – Environment and Constitutional  Points.
