Legislators approve ‘3-in-1’ fee for 2025 vehicle obligations

Owners of Jalisco-plated vehicles will be required to change their license plates in 2025, the state legislature ruled last week.

pg1bTo offset this inconvenience, legislators introduced a “3-in-1” fee for vehicle-related administrative obligations next year. The single charge of 900 pesos covers the annual vehicle registration (refrendo) tax, the emissions inspection fee, and the license plate change.

While this measure is part of the 2025 State Budget (Ley de Ingresos), the 3-in-1 package was voted on separately. The budget passed easily, with only three legislators opposing it, but the 3-in-1 fee passed narrowly by a 21-17 vote.

Although Lemus has proposed scrapping fines for emissions inspection noncompliance and eliminating related traffic patrols, this provision was excluded from the legislation.

With only 11 legislators from his party, the Citizens Movement (MC), Lemus must rely on support from other parties in the 38-member chamber (Congreso de Jalisco). While the Morena Party and its allies form a majority bloc, they lack an overall majority. In the case of the 3-in-1 package, legislators from the National Action Party (PAN) and the Institutional Revolutionary Party (PRI) voted with the MC to pass the measure.

In a separate vote, legislators approved the refinancing of Jalisco’s debt, with 26 votes in favor and 12 against. The debt currently totals US$1.38 billion.
