The National Human Rights Commission (CNDH) has filed a constitutional challenge with the Supreme Court against Puerto Vallarta’s 2025 Revenue Law, which includes a provision imposing a fee of 141.42 pesos on foreigners entering the municipality.
The CNDH argues that the measure is unconstitutional and violates international human rights treaties to which Mexico is a signatory. The commission has also requested that the Supreme Court instruct the Jalisco Congress—which approved the fee—to refrain from enacting similar provisions in the future.
